Actually,that raises a lot of questions. He could be potential sex offender. When you find yourself in that type of situation make sure you call the cops ASAP and write down his license plate # if you can. Dont look him in the eye,ignore him or pretend that he is invisible. Try not to piss of a stranger by calling him names etc. that can result in tragedy.And always seek public places when someone is following you.
